Seco Soaré Fati is a finance and development specialist based in Bissau, Guinea-Bissau, whose career spans public institutions, international NGOs, multilateral agricultural projects, and private enterprise. Since graduating with a Bachelor's in Accounting and Management from the National School of Administration in 2012, he has moved with purpose through progressively senior roles — from community animator to Administration and Financial Director — accumulating deep expertise in financial management, budget control, audit, and institutional governance. His work has consistently intersected development finance with real-world impact. As Administrative and Financial Director for the REDE/IFAD-MADR agricultural diversification project, he oversaw a complex portfolio touching food security, climate resilience, and market integration across Guinea-Bissau. Earlier, at the ECOWAS Early Warning Mechanism, he managed the financial execution of UNICEF-funded cooperation projects across the Cacheu, Biombo, and Bissau regions — roles that demanded precision, transparency, and the ability to coordinate multiple institutional stakeholders simultaneously. Since mid-2024, Seco has operated as an independent consultant, offering training and advisory services in software tools such as Sage, SAGA, and TOMPRO, in addition to accounting, audit, and financial management reporting. His academic foundation is equally broad: a Master's in Development Studies from ISCTE Lisbon and a qualification in Financial Engineering from the Higher Institute of Management in Ziguinchor, Senegal.
